I’m sorry that it has taken me so long to get back to you. I am responding on Philip’s behalf.

A wide range of discussions between the UK and Welsh Governments on common frameworks are underway.  The October meeting of the Joint Ministerial Committee (EU Negotiations) discussed the matter and will continue to oversee joint work on frameworks; bilateral and subject specific Ministerial meetings have also taken place.  Following the agreement of principles to underpin common frameworks, the two administrations are now working together to examine in detail - using case studies - the legislative and non-legislative forms that frameworks could take, and to agree where frameworks will not be required.

I hope this provides the Committee with the further information is it seeking.
